Maryland has never used county codes on license plates.
From 1944 (3/31/1945) to 1970 (3/31/1971), plate numbers were assigned by
county for most counties in the state.
DMVehicle Newsletter, Vol. 2, No. 2, April 1970:
"By the Acts of 1941, the General Assembly made provisions for the County
Treasurer of each county to act as the agent for the Commissioner of
Motor Vehicles in the registration of motor vehicles of the Class A
passenger or pleasure type and Class D motorcycle. The provisions of
the Act did not apply to Baltimore, Cecil, Harford and Howard Counties."
Assignments would have been effective with the 1945 dated plate, when 8
counties offered this service: Caroline, Charles, Dorchester, Kent,
Montgomery, Queen Anne, St. Mary's, Wicomico.

ORGANIZATIONAL SERIES
These began at least by 1927 as a convenience because clubs could
distribute hundreds of plates at a time, thus they were given
blocks of numbers. Over time, this developed into special prefixes.
The Baltimore Sun on 3/13/1960 showed a run of the same owner with
1927-53 #75-081 and 1954-60 #BB-10-81. As of 2/14/1979, 48
organizations had special plates, 7 of which were provided for by law.
